Looks to me like Bill's slowly reforming in Stan's mind or Bill's dead, but some of his energy is still lingering in Stan's mind which is influencing him.

Since Mabel's really good with makeup, they should dress up as Ahsoka Tano and Anakin Skywalker from Star Wars: The Clone Wars.

Or Mabel can dress as Faith Seed with Dipper as Joseph Seed from Far Cry 5.

Speaking of Far Cry, Soos should dress as Hurk with Melody dressing as Noore Najjar.
