Since wizards are used to fixing splinchings, and splinchings wouldn't leave a dark magic residue and curse the wounds so they couldn't be magically healed, Lucius was CLEARLY involved. Also, when Susan splinched herself in Book 6 during Apparition lessons, there wasn't blood with the "severed" limb (which would kill wizards within minutes and make improper Apparition a lot more dangerous & deadly, not just an embarrassing story), but a "detached" limb like removing a leg from a doll.
Clearly your readers need to go back & reread the books (or any of the HP wikis) to know more about splinching and this episode of your series to know more about Lucius' character. I was never in doubt that Lucius was going to try to kill Dobby. I just was in doubt of whether YOU would kill Dobby or not. I'm not yet reassured that you are going to let Dobby survive.

Sadly, I can understand and can kind of condone Fudge saying that a guilty Sirius Black should be kissed. With how the Death Eaters were in canon (not sure if you're having this version of Death Eaters being the same or worse, but with Dumbledore's comment of the student population being 1/4, then it seems like the death toll & exodus of the muggle-borns/half-bloods/blood traitors was much worse than in canon), I wouldn't want to have a guilty Death Eater allowed to go free on a technicality either.

Stop with the competent Lockhart. It's really freaking me out. Who knew that I would find a competent Lockhart so unsettling and upsetting. If you also have Lockhart as not a fraud with regards to all of the stories that he's written in his books, you might just fry my brain. This is just as surreal as the one story I read where Umbridge wasn't evil, but really one of the good guys undercover for the DMLE. If you have both a competent, non-fraud Lockhart and a good Umbridge, you might kill your readers from, just a little FYI.
