After all, what does 100% represent? The full power of OFA? No. All Might, even weakend as he is, can punch way harder then that. The full power Midoriya can use? Can't be that either, since he pulls out more during his fight with Muscular. And it such as hell isn't the amount he can savely use.
So, really, it's what Horikoshi wants it to be at the moment.

And that goes for all percentages. 5% can keep up (with difficulty, but still) with Stain and yet 8% is not enough to beat Bakugo? Yeah, sure, that makes absolute sense.

I want you to know that the only reason I'm quitting this story is cause your author notes are longer than the actual chapters. They are annoying. They are jarring me out of the reading, and even though I could look past the bad dialogue, this I can't look past. Fix your shit.

The only reason his score was like 46 when aizawa canceled his quirk, it's because izuku was surprised that it was gone. It would have been higher then 46 with all the strength training he had dumbass.

This the the first fanfiction that I've read in quite a while that I didn't feel a need to skim over and skip parts of the story. You're writing has been pretty good so far and you have kept things interesting. I've only seen the first chapter though and this is just my first impression of the story.
