I would say JK intentionally made magicals do morally bankrupt things like that to show they made mistakes and were human too, but i suspect she honestly thought it was funny.

Ouch... but sadly it WAS Ron's fault as he did confound the examiner. Thank you for show just how the confundus scrambled the poor man's brain and the repercussions of that.
There would be many different consequences of this. Hermione would have to be very careful with Rose & Hugo, making sure they know it was Ron's mistake that caused the accident, so they don't grow up to hate or be fearful of muggles.

Ron is a war hero, so it could/would affect the general populace as well. Again they would have to make sure its known that Ron was the one to truly cause the accident or the anti-muggle factor would use the event to further anti-muggle rhetoric.
