An obvious weakness of S-Vs, a superior officer can threaten them with "something". Try this with an S-ll and at best you get told "no entry". If they deem you a threat to their mission, you'll be a damp smear on the wall.

I find it hard to believe it would take the council 8 years to be considered a security threat. The council have used the same technology for hundreds of years with little to no advancement, a technology that has barely changed for countless cycles. I doubt 8 years would make any real difference
