There's a fair bit I find questionable about your story so far, but some of these characters you really manage to nail down. Johnson was rather hilariously on the nose—great characterization.

Lol there's plenty to find a out the council topping the list their policy of genocide towards the quarian and krogans. Their tolerance of barbarian slavery is another.

The only issue I have with this story is how Lord Hood handled the turians, killing his marines for war crimes.

I imagine he would have been more like. "Allies or not, you people execute one more of my marines absent a UNSC hearing, and we will treat that as an act of war, and we will act accordingly,"

he was okay with them holding his forces in prison. but I honestly feel an alien killing his men would have been too far no matter the crime

UEG is dead at this point. The once glorious superpower from Halo verse on this story have collapsed. Only the UNSC and independent planets can survive the ashes of this civil war incited by a goddamn Reaper.
