Interesting. But I have a few things to say, if you don’t mind.

He should have just said that he had spontaneously gained these powers upon the arrival of the fantasy soldiers and knew how to use them immediately. If they say "that impossible" he can just say it's magic, who knows what's going on? Wouldn't be too far fetched. And why would he tell them he was looking into deaths? Should have just said he was here just because he could be. Who needs a reason to be anywhere? Unless Japan is secretly a dictatorship.

This chapter was really good especially with the addiction of Rin into the picture.

Rin is acting very jealousy of the Females attention that a Shirou is getting since the women here are very attractive.

Mere Injuries by modern day standard is practically death sentences during the era from which these guys originated. A slow, cruel, painful death at that.
Also...Those that are labeled as Pirates (and maybe Bandits) in modern time tend to have something called "Hostis humani generis" slapped onto them, and are to be killed on sight. So I'm not sure if Shirou sparing them is helping anything at all, unless they are still considered soldiers.

... sorry to say, but I agree with what you said. This chapter was crap. It's not a bad idea per say, but it felt really rushed and that we were missing so many scenes like these negotiations you mentioned. Plus it was jarring. One second Shirou was fighting, the next he was confined, the next we don't know.
I guess all I can say is that these scenes need to be developed.
