when not was hokage when was he seen as mature, when he fought with Isshiki he let his anger get to him and was provoking ishiki to kill him then and there and if he was a hokage in war time he would have been the worst as he doesn't have the heart to take tough decisions and when it came to kawaii dont forget his rash and reckless decisions shikimaru was the one who took the right decisions and during Amado interrogation again it was sasuke who was doing the thinking and talking naruto was clueless on things, he was neither serious nor mature in the show, a little maybe but your point about naruto being mature in the show is really wrong but your story is good no doubt fair development but I think kishimoto made naruto's generation SHINOBI world little too strawberry fairy tail world where things go always as planned and you always come true with your promises never once broken in such a difficult world and villains who have worked on their ideals their whole life forget their hard work and try so easily and in itachi kakashi jiraiya times especially Hashirama times the shinobi world was really portrayed as it should have been dark and gloomy
