I think Issei should live. It depends on if he would have had the flyer on him or not. He isn't a hateable character from how you portrayed him. Is he not that intelligent, yes. I feel that it depends on if you want him in your story or not.

eh just have him bite the bullet. You can use it for naruto as character growth have it show him that they are after him as well. Its not like he would be carrying the paper from Rias.
