its hard to say given what we know of kabuto through canon but it feels to easy to cultivate traitors like how is being done with neji. there should be a properly cleared chain of command and while i can see the reason for secrecy i think this is overdoing it. or perhaps when you get recruited for the secret stuff while already in the secret organisation you should be smart enough to rattify it with the hokage
