I'm pretty sure that Mei's father ended up fleeing the country rather than get incarcerated. In the World Serpent manga on the HI3 website, he's giving Siegfried Kaslana a medical check up that takes place at roughly the same time frame that Kevin Kaslana escaped the Sea of Quanta.

Other than that it was an interesting chapter. Waiting patiently for the story to really get going :D
