Ok this is amazing and i want to see the political drama of Seekvaira/Rias/Naruto, i mean, hardly Seekvaira can accept but theres a big problem there.
1. Rias is a heiress and have the POD, she is a big asset of Gremory Family.
2. Rias broke her engagement with Riser, i mean you can do that but imagine how it feel the Phenex family about that, dude, she broke the engagement only for want marry the brother of Riser, that shit is a politic conflict.
3. What think Raven of that? Raven love Riser also, she definetly would have a problem with Rias want to marry Naruto and again, what kind of marry if Naruto already have a Seekvaira who is a heiress of Agares family, they should found some point cause in the end the devils can have harem but only one wife.
Rias could be a part of the harem but not a wife and as a Gremory heiress thats a problem not for the Phenex family but Gremory family.

Love to see this update and it was worth the wait. Kage fight felt rushed but everything else was really fun. Nicely done and I look forward to seeing more in the future.

I would have personally preferred the destruction of Kokabiel's forces whole sale over the lemon, but that's a minor grip.

What really threw me for a loop was the sudden doubts the Phenex family had for Naruto. From what we see as the audience, this Rueven stuff quite literally came out of nowhere. I don't know if you cut it from previous chapters and forgot, but the only time the name Rueven is mentioned in your story is once when Naruto uses it like a middle name. So for Naruto to suddenly be some sort of iteration/reincarnation of this Rueven really didn't make narrative sense. It felt shoehorned like a square peg in a circular hole.

But other than that, I liked the chapter! Riser's moment was deserved. The fight with the Kage was fun and the descriptions of the more cinematic moments were on point.
