I actually really appreciated this chapter, because I think that yes, you're right- killing like this does have a cost on the people around you. Even if Harry is dispassionate (sort of) about all this, normal people in society not on a permanent war footing and mentality would have major issues with what they just watched, and I think you're totally justified in pointing at that fact.

Good story.
Better plan would have everyone but Harri go deeper into the DoM.
Then they would not have been targets to use against Harri.
