How does Harry deal with bullies?

IMHO you completely jumped over the cliff in this chapter.

Harry can exert mind control with just a thought; what if Dumbledore is the same, except for making people believe that he is kind and good; for it doesn't look he is either of these.

Harry is so unlikable that being sodomized, flayed and his bones crushed to powder one by one is too lenient a punishment for him.

Super-Harry here is so annoying I want to him to die a horrifically painful death.

Will never understand the desire to write Super!Harry stories, when even in canon, Harry had a Happily Ever After.

Harry was married to a redhead hotwife, had 3 children. An heir, a spare and a daughter. Literally the best possible outcome.

Yet you STILL want him to get stat boosts?

To this Harry, it will look like Dumblefore enjoys people suffering, laughing in private all the while (that's how Harry's going to explain his smiling). He lets bullies off, so that they can torment their victims more, and punishes victims who dare to retaliate. Can't have bullies stop bullying, after all. This all fits with Harry bring left at Dursleys and Figg left to spy – so that Dumbledore can laugh.

This is fire

But will Harry call Dumbles a dark lord, when he learns just who stuck him with the Dursleys and/or enables bullying in Hogwarts, by giving bullies a slap on the wrist?

Would this Harry be able to vanquish Dumbles in the eventual confrontation (when Dumbles hallucinates that Harry is controlled by the horcrux, for example)?
If he manages to incinerate Dumbles' wands first, and has a few controlled patsies to fire blasting spells at Dumbles, so that he cannot hide from Harry's so called Unforgivables (which Dumbles doesn't want to use), Harry should have a good chance, I think. Shows just how overpowered he is.

What would Dumbles do?

When he met Riddle, he wanted first and foremost to show superiority to him (be called "professor" or "sir", "using your powers in a way that is neither taught nor tolerated" (translation: don't you dare use wandless magic, you nobody), and other things). Riddle have seen that the "might makes right"" in the wizarding world too. Hem-kissing Riddle demanded is just like Dumbles... one can say "more extreme", but I don't care.

Would Dumbles repeat his mistake with Harry? Does he even recognize it as such? He only regretted that he accepted Riddle at all, never his own behavior...

I don't think I've ever seen misunderstandings snowball to such a degree before lol, entertaining.

Must have been some enchantment on Harry that got broken if he couldn't even defend himself from his relatives before, and now throws wandless cruciatuses around.

An interesting take on Harry Potter. I'm not usually a fan of Dark Harry. I know you said he wasn't evil just lashing out as an abused child but He's pretty dark. I'm interested to see how this will go from here. how will Snape handle the situation.
