I love this story.

I say the first choice. I love watching Dumbledork being denied and put in his place. It’ll be interesting to see him trying to ‘convice’ Harry to come back to Britain and go to Hogwarts, only to be told no and arrested if he tries to get his way.

As for which school… I say C. Something new for a change and keep him out of Dumbledork’s greedy hands.

I think option 1 works with the story timeline and making the 2 book start with Harry going to school. The school Harry should go to is ether Ilvermorny or D.C Academy. By the way, I love the story! Can't what for more.3

1 with Either B or C. Would be funny to see Dumbles being dealt with by the public or the Navy.

I would love to see you continue this story either way, but I like option C the best.

I say stick to when you created the book to continue Harry's schooling and B) Ilvermorny that way he'll be away from Dumbledore

but I think Severus Snape needs to be redeemed like what if the reason he thinks Harry is James Potter's son was like in POA where everyone believed Sirius was the secret keeper, only Lily had a secret will/letter that the lives of Severus Harry Gibbs and Tony along with the NCIS team were to change and Lily secretly mended her friendship with Severus and made him Harry's other godfather like Sirius

Given that Harry adores Tony, Gibbs and the rest of the NCIS Team, I would personally have Harry attend a Magical Military School, since I believe that Harry would like to become an NCIS Agent, though he can join the Navy First.
As for a Sequel, I would hold off on it, until the events of the Triwizard Tournament happens.

One more thing (and I know you can edit story to fix errors and clean it up and make it better like removing errors in prior chapters and one pointed out in this one:)

No rights exist for lawyers (that is American) and the fact is that silence can be used against you though not sole criteria for guilt (web search british Miranda gives some good pages). Research is the difference between an okay or good story and a great one.

Another odd timeline issue: Harry is 4, this means Ron is 4, Twins 6, Percy 8, Charlie 11 and bill would be 13 or 14 (still hogwarts age), not in his 20's as experienced curse breaker. This tale is getting harder and harder to believe. Admittedly author can make license but this would have been so much without a weasley involved, especially since it is Weasley family that has the potions to that it is conflict of interest.

Please think about what you are writing and plan it out and not just throw in tropes because they are convenient. A good writer writes a story that makes sense and you have chose the HP universe (even if you move years from 80 birth to 97 birth for more modern tech and things to make sense (since there were no cell phone for example in 84, but decent ones in 2001 which NCIS uses) and more modern tech is easier to write.
