This is good so far, I like the more rational Dursely's but I think you went a little too far with Hagrid's raising of the child. Considering how he was about Norbert one would assume that if anything, he would be a bit over protective of Harry.

Yeah, that probably would never happen. Remember that Hagrid half-civilized a bloody Giant! His pet acromantula was also vastly more sociable than the typical example.
Also, true wild animals, of the social variety (dogs, wolves, chimps, dolphins, etc.) make better attempts than that to get along.

Oh, Aunt Marge as a witch, that's an idea I didn't read before, but it works great! Very entertaining Story, I liked the switch from Hagrid to the Dursley's, and the running gag of Petunia's letter bombs.
