No, no, no, no, NO! DAMN IT! Not UP! The ministry Atrium is the TOP floor with each progressive floor number getting deeper UNDER ground. The lifts go DOWN nine floors. Smaller court rooms and the D.O.M. are on nine, courtroom 10 is down one more set of stairs, on level TEN.
