Temari disappointed me a bit here. Of course the council would demand a full report on the battle. The fact that you haven't had them do so before now seems glaringly off, unless Baki already reported what they told him.
To act as if the council isn't going to demand to know why the weapon they were counting on to win did not attack is just wrong. It also seems way overdone that they keep stressing how they can't find out it was Naruto, as if the council would be happier if it was Sasuke or something.
If things did degenerate into war not letting them know is nearly treason. After all how can they make a decision to attack if your hiding the enemies strength from your own government. Good way to get your Shinobi killed.

Jiraiya understands how to manipulate Naruto. Of course the council can't actually make Jiraiya do anything, he has free travel rights just like Tsunade, thus neither of them showing in the village for over a decade. Plus, I doubt any of them have the guts to try and tell Jiraiya what to do. But let Naruto think they will make him teach Sasuke and offer a new jutsu and you get Naruot's attention.
Not that Jiraiya would teach Sasuke anyway, as he told Naruto in the Manga he had no desire to teach so called geniuses. He was the last in his class after all with Orochimaru as the rookie of the year. All three sanin were six by the way, so even if Jiraiya doesn't actually consider himself one he qualified as a geniuse.

The political marriage is intresting, but again I find it strange that Suna, who should be pretty close to helpless right now are saying do the marraige or we go to war. Do they have a death wish. The fact is without the allaince Konoha could sit back, rebuild, strengthen the allainces with smaller villages, while Suna is at risk of one of those small villages going after them to take one of the top five village spots. Grass, Rain, and the others would love to have the right to have a full Kage. Being weak and alone is a death sentence in the shinobi world.

Did Suna suffer fewer losses than canon? In canon Konoha suffered few deaths and Suna and Oto suffered huge losses. Suna's forces were already smaller to begin with because of the Kaze Daimyo cutting their missions. The whole army coming home happy seems strange in light of canon, so I was wondering if you were going to clarify their losses. Suna definitely came out as weaker and needing the allaince a lot more than Konoha did after canon. If the battle played out as canon they should all have been worried about how vulnerable they were to any nation that wanted to take a shot at them since they were small, freshly weak and alone.
Also the whole dismissal of Naruto seems way strange. This isn't Konoha where they have years of silly behavior to predjudice them, the only thing they really know about Naruto is that he went head to head with a geniuse of the Hyuuga's and won and that he beat Gaara. The fact that they don't want their village to find out is understandable, but to be dismissive of his power just seems stupid of them. I am surprised that they aren't shocked that Konoha has done so little to train such a powerhouse with that much potential. That and being glad that they didn't, since a barely trained Naruto beat Gaara, imagine what a well trained one would have done to them.
