I think you're running into one of the main problems in writing 'omnipotent' characters here. I think it was in Secret Wars II where the Beyonder said, "The only reason cows don't have purple wings is because I don't want them to." Either TOAA is omnipotent, in which case he's toying with those in front of him the way God did in 'Forever Free' by Haldeman or he's not, in which case he can't really be considered TOAA. Given what you say about the Silver Surfer near the end of the chapter, I'm leaning toward the second option.

Unlike most of your cosmic stories, this one seems to have an air of majesty about it.
But the question arises of why the apparent villains of the piece have chosen this particular path. Thanos worships Death, and there can be no death without life. Most of the others have sought power, but with no reality, what is there to have power over?
Answer these questions in an interesting fashion and you might just have a story on your hands.
