You posed a question: "Did the complainers think that if they simply stopped fighting crime, that crime would go away?"
There are two problems with this scenario.
The first is that you are assuming that the whiners think. Typically, they do not. They react, and are easily led into the reaction desired by the ones doing the manipulating. One popular word used to describe such unthinking types is "sheeple", and I think it particularly apt when applied to those who decry law enforcement in general.
The second is that you are assuming that IF the whiners think, they will think logically. Rest assured, they do not. I have spoken with such people many times, and to a large extent they live in an alternate fantasy world where no one is evil and all that is needed to assure peace and harmony and puppies and lollipops for everyone is a clear understanding that we are all basically the same. I don't think I have to explain how desperately wrong that worldview is, but they cling to it like a religion. They really, really WANT for the world to be that way, so they pretend it is.
Well ... it's not. Most people are not basically good. They have to be taught things like civility and altruism and self-sacrifice, and in many cases the lessons don't take ... or are not taught in the first place. There is evil. It exists in the form of evil men, and evil men must be opposed. If they are not fought, and fought hard, they will roll over civilization like a plague.
The whiner doesn't like this fact. It doesn't fit in with his little fantasy, so he ignores it. Or he shouts you down. And he will hold onto his ridiculous theories in the face of hard evidence to the contrary, because to accept that bad men exist, he would have to acknowledge the existence of evil ... and he just can't do it. Right up until someone sticks a gun in his face and takes his belongings (or his life).

Tbh, this isn't my favorite one of your stories due to the lack of action, but it definitely brings up a good point. Unfortunately, people in the real world take their peaceful lives for granted, failing to acknowledge the courage and sacrifice of soldiers, police, firefighters, etc. who make that peace possible. It's sad that Nightwing seems to be something of an outsider, someone that others probably don't want around, just because he's trying to keep people prepared for future (and inevitable) violence. You did a good job of expressing all of this.

Nice one shot. I think someone like Nightwing really would come back from time to time to just see the sights and remember.

Yes psychopaths and thugs have to be fought, but the world isn't the way it is because of them but because most people are too stupid to know what is best for them the extreme left and extreme right get caught up in their ideals and refuse to acknowledge brutal facts of reality no real world understanding of the extreme complexities of politics, economics, technological logisitcs, and how they're all interconnected in the long run. No one wants to do the long, hard, and boring work they all want the whole world handed to them on silver platter a quick fix.
To me it is more interesting if the villain at least has a point and frighteningly may even be right that everyone would actually be better off under thier benevolent dictatorship (of course education should be made great so the common man does know what is best for him and his children's children) like Ra's al Ghul if the environment isn't brought into balance no matter the means or cost the future for the human race will be worse than any dystopian fiction and it will lead to the extinction of the human race not through misadventure but suicide through stupidity or Lex Luthor who as he says if he was calling all the shots could end famine and cure cancer perhaps give everyone high tech nonpolluting technology and maybe even superpowers and lead the human race to unimaginable glory
A lot of villians seem to be unaware that if they used the minds and/or other talents for legitimate business causes or working for the government could be far more profitable then any crime spree
Although the vigilantees can be sanctimonious hypocrites they would are allowed to do things they would condemn others outright for even government/military officials whose job it is do such things to protect their country it's like they're social darwinists with messiah complexes I think it is disgusting they don't share their scientific breakthroughs with the scientific specifically medical community or their skills with law enforcement agencies far more good than beating up thugs and psychos fight crime at its source ignorance and poverty not causes
