Yes Dr. Light actually was a threat he could hold his own with dozens of Titans, he was also a serial rapist before Zatanna took away a great deal of his cunning
I’d like to see Control Freak his inventions border on reality warping so he’s very smart he just doesn’t have focus or likely may be obsessed with his fanboy stuff or insane or both
That was cool mentioning Crazy Quilt and Ambush Bug

Another good update. Normally, I'm not much of an OC fan, but Frostbite seems cool enough. Ice powers are a new threat for the Titans, so I'll be interested to see how the inevitable fight plays out.
One minor gripe I have so far is that your Phychiatrists seem a bit overly naive and emotional. Like Brimstone getting so worked up over Frostbite accusing Belle Reeve of being inhumane. I imagine that it's probably a fairly standard prisoner complaint, you know? And if Brimstone is qualified enough to work with super villains, he's probably heard much worse comments a thousand times. Same old, same old. So you may want to take that into consideration in the future.
As for the next update, I'll guess Dr. Light or Mad Mod.

Yeah I forgot to say what the last reviewer said the supernatural does exist in the DCverse I can understand some scientists being prejudiced against it but denying it completely no not really
I really liked the mentioning of the corruption of Christianity though that applies to all organized religion which corrupts the lessons of the great teachers to control the masses and take the money of the feeble minded in the process slowing, stopping, and reversing the progress of all mankind if organized religion is the opium of the masses disorganized religion is the marijuana of the lunatic fringe
How about one of the Anti-Batmen The Wrath, and Prometheus they swore blood oaths to destroy the forces of justice when they saw their criminal parents gunned down by police in front of them
Sin Tzu from the video game and webcomic is like Bats as well, along with martial arts and science he also studied the dark arts though he doesn’t seem to be as powerful as Zatanna and Dr. Fate and it seems more eastern alchemy and fictional version of voodoo (he can call on the spirits to give him enhanced abilities as well as mystical martial art that allows him to control minds he doesn’t take away their personalities and turn them into drones just loyal to him and he can teach them martial arts and stuff though it only works on men of iron will for a short time if at all) though his main power is being a military genius (what I’d like to see is him take Ulysses Hadrian Armstrong as his apprentice as Ulysses is also a military genius and Tim Drake’s Joker
I also got thinking of General Immortus when he said Sun Tzu was one of his greatest students also a military genius I also love ancient unkillable villains like and Vandal Savage
Others who can go toe to toe mentally and physically with Bats include the leader of Kobra, the League of Assassins like David Cain and Lady Shiva who are Ra’s al Ghul’s minions, Constantine Drakon who while one hundred percent human is the strongest, fastest, and most agile human on earth to the point he is described as a meta human on his rap sheet
Bane and Slade even without their enhanced abilities, Slade with his powers both physical and mental and his hordes of robot minions and at least some rudimentary knowledge of ceremonial magic his greatest power is being a master of psychology
Others who Batman may have outclassed on paper can and have gone toe to toe with him mentally and physically-Hush, Black Mask, Catman, King Snake, KGBeast, Zsasz. Deadshot, and Professor Strange though he is old and well some people are just genetically superior to others
I will always prefer villains who at least have a point and frighteningly may even be right about everyone being better off under their benevolent dictatorship (of course make education great so the common man does know what is best for him and his children's children and democratic republicanism can work) like Ra's al Ghul if the environment isn't brought into balance no matter the means or cost the future for the human race will be worse than any dystopian fiction and will lead to the extinction of the human race not through misadventure but suicide through stupidity or Lex Luthor who as he says if he was calling all the shots could end famine and cure cancer and he could his mind is capable of anything perhaps give everyone ultra high-tech non polluting technology and maybe even superpowers lead humanity and the rest of the universe to unimaginable glory remember Red Son he united all humanity and led us to a golden age that lasted millions of years
A lot of villains seem unaware that if they used their mind and/or other talents for legitimate business causes or the government could be far more profitable than any crime spree
Of course vigilantes can be sanctimonious hypocrites judging others and letting themselves go unscrutinized condemning others when they do the same thing for less reasons I think it is disgusting they don't share their scientific breakthroughs with the scientific specifically medical community or their skills with law enforcement agencies far more good than beating up thugs and psychos fight crime at its source ignorance and poverty. I realize due to rarity and complexity mass production may not always be possible or at least cost effective and due to difficulty not all could take brutal training but a little bit could go a very, very long way. The ability to think of future generation when calculating pragmatic utilitarianism is what separates us from the animals. The world is not the way it is because of thugs and psychopaths but because most people are too stupid to know what is best for them the extreme left and extreme right get caught up in their ideals and refuse to acknowledge brutal facts of reality no real world understanding of the extreme complexities of politics, economics, technological logistics, and how they’re all interconnected in the long run. People want everything right here right now the whole world just handed to them on a silver platter think just by complaining something will happen without a tangible plan. Such a plan will require a lot of long, hard, boring work all day every day for generations.
I'm glad the government has Suicide Squad, Cadmus, Checkmate, the Elite, Amanda Waller, and the new female Spy Smasher, I'd include the Secret Six but I think from now on even if they're not going to be full fledged villains they stood up to the worse villains and are pure mercenaries I think

Very unnerving. I don't know Psycho-Pirate very well, but this is a good portrayal based on what little I do know of him.
Nice to see Coulter be magically brainwashed. 'Magic doesn't exist' in a world full of ghosts, demons and people like Zatanna or Dr. Fate. And he calls himself a scientist...
By the way, is this supposed to be set in current Titans continuity?
