So did the father cast a Fidelius while his kid was gone, or did young Wonka's declaration have the effect of a magical oath, resulting in a pseudo-Fidelius effect, that prevented him from returning to the house while his father has those rules?

I take it you've seen Fantastic Beasts and Where to Find Them? Let me see if I've got this right.
In this fic, the Scamander Family were put in charge of scouting out potential Obscurials and preventing the 'breaking point' that results in the creation and unleashment of an Obscurius.
Mr. Wonka was almost an Obscurial, but he found an outlet, preventing his 'breaking point', as such, the Scamander Family kept an eye on him from a distance to:
a) ensure his 'breaking point' is never realized.
b) to see if his outlet could be used with other potential Obscurials.
How close was I?

Fantastic! I enjoyed the boat ride as it is one of my favorite scenes from both book and movie. I never really thought about what was shown during the ride though. I always believed they were just random scary moments, not the actual fears of the people on board. I hope your re-writes go well and I look forward to the next chapter! The plot thickens with anticipation as you mention Newt Scamander.

Magical America in canon are hostile to Gringotts and goblins and are total isolationists to the Muggles, which they call No-Majs.
