This is a very good start. Yes, it is rather unorthodox, a queen choosing a deaf rider. But the girl has leadership ability or Vorith would't have chosen her. In the canon work, there is a saying, "The dragon knows." This is tradition that has become virtual law. It's why blind people aren't allowed to attend hatchings. If a dragon chooses someone, the hatchlings choice *must* be respected. It's not so bad if the person is deaf, although that would cause problems. However she will be able to hear through her dragon.
