It's not a matter of Harry being smart or strong. Hermione is bright enough to know that Umbridge can't punish Harry for talking to his head of house. As to proof , the back of his hand should suffice initialy.

In this, Harry recognizes that the Quill is probably illegal and does think to tell an adult, believing in them. To have him then completely reject the notions because he was cursed to not move, isn’t in line with the character you portrayed up to that moment.
