Yea this was sweet! I like the fact that Tish was included in the adventure, I was sad at first about the Doctor and Martha goodbye but was very happy and surprise to read that he was in her kitchen waiting for her...
Can I suggest one thing?

Interesting idea, reworking the whole Harold Saxon saga. Nice to see Jacobi-Master (I assume that's who it is) around for a bit longer. :) Drastically underused in fanfiction, that one (and in canon, come to think of it!). Are you going to explain how he escaped the Time War if you're bypassing the events of "Utopia"?
Few tips for improvement: some of the transitions between scenes could flow a little easier. Going to Cardiff in the TARDIS in ch. 1, for instance - maybe have something of the TARDIS in flight, rather than just going straight from the Doctor warning them it could be bumpy to the "while they were refuelling" bit.
(And I think the word "crap" in ch. 2 constitutes at least K.)
