The part about Sheppard wanting to get Gibbs back into bed, was an unworthy thought in this otherwise fine story of yours. There may have been some genuine affection between Jethro and Jenny, but I think her motives were very similar to Morrow's, only for different reasons. If word had gotten around that a junior agent was being harassed and bullied by a senior agent, it would have invited unwanted scrutiny upon NCIS, which would have shined a light on Shepard's use of her power to carry-out a personal vendetta against one arms dealer.
Plus, it would've cast doubt on her fitness run NCIS, and being the first female Director, she had plenty of scrutiny and doubts on her already.

Even after all the things people have said to him about her, Gibbs is still fixated on that notion of Abby as hi daughter. I have to wonder, if Kelly had survived, would Gibbs have allowed her to grow up and be like Abby. It is a father's duty to protect his children, but sometimes that protection should take the form of letting them make their mistakes, and learning from them. Its not always about riding in on a white horse to save the day, it is also about teaching them to stand on their own two feet, come what may.

That whole, 'Dearest'-thing at the beginning sounded all wrong for Gibbs. I get that he was trying to prove in a letter how sincere he was, but it sounds a little too 'ass-kissy, and that's not Leroy Jethro Gibbs. I believe, 'My Dear, Tim,' would have sufficed to show Gibbs's sincerity, without sounding too much like he was blowing sunshine up McGee's ass.
Either way, I wouldn't have believed a word of Gibbs's letter. It sounded too much like he was saying all the things McGee wanted to hear, but it didn't sound real to me.

If DiNozzo is the best agent in NCIS I'd really hate to meet the worst!

Your most notable being souvenir. Memory is the word you should have been using, and the two words are similar but not normally interchangeable. Adorable.
