I agree with hades. They make excuses by bringing up the law but I'm sure if he was watching every once in a while and saw what was happening he could have set up a better place. Or he could ask a favor to have someone else bring percy what alternative he set up. The gods can't go directly help their own kids but they could ask others to do things in their place.
