Well this is a familiar way to deal with evil umbridge, but it makes no sense. It should occur to one or both of them that , given they are well aquainted with the head of the DMLE , if they can substantiate the blood quill, (borrow a pencieve or is that too obvious) Then they can let Umbridge seel her own faite, i.e. get her arrested.
