I think I see your point here. She's jealous that the Doctor actually has feelings for Donna, not the other way around, since it's obvious to Rose that almost every female seems to fall for the Doctor. Yet Donna maintains that she only wants to be friends with him... she guides him and knows when to be sympathetic. But the key thing is that he accepts her guidance and she can actually stop him from doing stupid things. He truly was at his best when he was with Donna.
Not only that, but everywhere they go, people/beings assume that the Doctor and Donna are a couple. That's got to hurt Rose, since that didn't really happen with her.
I guess that last sentence is a sign of maturity. She doesn't want to cat fight with Donna, just wants to get to know the woman who actually really influences the Doctor, realizes that she has to be one fantastic lady!
