President Bartlet looked at the note in his hand: a request from the British government that Rupert Giles be arrested and returned for questioning about a bombing in London the day before.
He hadn't been to a Counsel meeting in years, but he'd recognised the burnt-out building on CNN.
Taking a key from his pocket, he unlocked the bottom draw of his desk and pulled out an old photo: it showed to young men at their graduation from Oxford.
