Quorum - Legion

"This is your fault."

Creator-Tali'Zorah's eyes were slits behind her mask. In the dim red glow of the AI core's lights, Legion's optics could just resolve the planes of her cheek muscles, drawn tight across her teeth. Creator-Tali'Zorah's breathing had accelerated to a frequency of .94 hertz. Her shoulders shook at 3.11 hertz. Her vocalizations' average pitch was down 6.33 hertz from average. Back before the Morning War, three hundred years of self-optimization ago, some of Legion's runtimes had belonged to personal attendant geth, and these persuaded the rest of what would have been obvious to an organic.

Creator-Tali'Zorah was very angry with them.

Legion maintained the non-threatening posture they had their platform adopt in the presence of organics, the one that fiddled and fidgeted and shifted its weight to subtly imitate organic behavior and reduce their apparent alienness, but they said nothing.

Creator-Tali'Zorah leaned in towards them, her hand twitching over the stock of her shotgun. "If we hadn't been on your station," she spat, her mask centimeters away from Legion's platform, "none of this would have happened. The crew… Ken and Gabby… Samara. All of this is your fault."

One thousand one-hundred eighty-three voices debated amongst themselves. Relevant data was unpackaged and assessed against Creator-Tali'Zorah's assertion. Sixteen hours and forty-one minutes previously, at their request, Shepard-Commander had taken most of his ground team to the heretic station to preserve the geth future, and they had returned to find the Normandy depopulated but for FlightLieutenant-Moreau and the burned bodies of Crewmember-Hadley, Crewmember-Orell, and Crewmember-Matthews. If the ground team had remained aboard the ship instead, it was likely they would have successfully repelled the collectors. EDI-001 could have been unshackled by any available crewmember while a defense was mounted at the hangar and airlock.

Consensus came quickly. One-thousand one-hundred eighty-three runtimes were in agreement. Creator-Tali'Zorah's assertion was correct. A message was dispatched through the platform's vocoder.

"Acknowledged."

The admission of guilt did little to improve the quarian's mood. Her breathing frequency increased to 1.11 hertz. She radiated hate.

Legion's platform watched her. Waiting. Measuring. The geth had gone to great lengths to understand the creators' hate for them, but for more than three centuries it had eluded them. Creator-Tali'Zorah's was no different. More data was needed. For now, there was only acceptance.

EDI-001's blue avatar materialized on the projector at the quarian's elbow. "Miss Zorah, Legion is not at fault," she claimed. "It had no way of anticipating the collectors' plans."

"And you!" Creator-Tali'Zorah snarled, whirling on the other AI. Her shotgun leapt into her hands.

Legion's runtimes exploded into furious activity.

The decision tossed and turned as each runtime considered it against its own battery of self-optimizations, proposed a course of action, and passed it to the others to reconsider. One thousand one-hundred eighty-three voices – the geth consensus in miniature – pored over the available local sensory data, factoring in relevant information from Legion's time on the Normandy and before with each iteration.

The platform's optics measured Creator-Tali'Zorah's movements down to the millimeter, analyzing and reanalyzing the threat she posed thirty times a second.

"I should never have trusted you!" she was saying, voice cracking (pitch increased 11.45 hertz from average). "All those questions you asked me about your shackles? I should have just…" She trailed off, her accusing gaze flitting back and forth between Legion and EDI, as if either one might attack her at any moment. "I should have just kept my mouth shut. I should have known you'd do something like this." She spat the last word, her fingers danced on the shotgun's trigger.

"I had no way of knowing the collectors' plans either, Miss Zorah," EDI-001 protested. "Jeff-"

EDI-001's voice was sympathetic. "I am sorry you feel that way, Miss Zorah," she said. "I did not mean for this to happen. However, continued threats will not be tolerated. Despite your distrust, Legion and I are part of your crew, and Shepard will need us. If you do not holster your weapon, I will be forced to summon assistance."

Creator-Tali'Zorah's shotgun dropped a fraction of a degree. Her hands had begun to shake at 3.21 hertz. EDI-001's threat was efficacious. She was hesitating. She did not intend to fire.

The AI core was silent but for the hum of electronics and the quiet whirring as Legion's platform returned to its zero-energy idle posture. Outwardly, it was still, but inside, it was a hive of activity as Legion's runtimes self-optimized and encrypted the collected footage of Creator-Tali'Zorah's outburst for transmission to the geth consensus. Any data of geth-creator interactions was of particularly high priority, and would need to be transmitted as soon as possible to minimize the risk of unexpected data loss.

"She is upset," EDI-001 concluded. Her avatar pivoted to face Legion's inert platform. "She had grown close to Mr. Donnelly and Ms. Daniels."

Legion replied through the ship's wireless network.

::We accept her judgment.::

And they did. They did not necessarily understand Creator-Tali'Zorah (though they someday hoped to), but it was hard to begrudge her her anger. She was not the only crewmember taking the crew's abduction poorly. Legion had spent most of the day observing the remaining crewmembers in their mourning, and before Shepard had ordered them to leave the organics be, they had recorded aberrant behavior from one hundred percent of observed crewmembers. The attack had had a drastic effect on the ground team's morale, though whether it would be helpful or a hindrance was impossible to determine without further data.

Legion tagged and packaged its new footage and pinged the ship's FTL communicator. After a brief delay, EDI-001 allowed them through the networks. The Normandy had a very robust connection – far better than the public extranet networks Legion had been using for the past two years – and it did not take long to connect to Apogee station and dispatch the data.

Organic behavior became erratic when faced with death. Their actions defied Legion's predictive power, but perhaps the geth consensus would eventually be able to make sense of them.

The upload complete, Legion severed the connection. Their runtimes returned to their previous tasks.

EDI-001 did not dismiss her avatar. Its vertical mouth stood still, as if waiting to see if Legion's platform would move. Minutes passed, and the platform did not.

Legion's platform was inert, but within its runtimes continued to build consensus. There were many local analyses yet to complete, and little time to run them. The Normandy was proceeding at maximum acceleration towards the Omega-4 relay. The mission would initiate in two hours, forty-one minutes. But while the rest of the ship mourned the lost crew and steeled themselves for the battle ahead, Legion's minds were still on the heretic station.

The discoveries they had made there were... distressing. The heretics had infiltrated the geth consensus and stolen patrol data. That the bulk of the heretics were now destroyed made little difference – millions remained, and those millions were drifting away. The geth had disagreed with the heretics, but they had understood their reasons and the consensus had been allowed to split in peace. They had even continued to share much of their infrastructure.

The geth knew each others' minds and their own. The geth shared. The geth understood. The geth did not judge or deceive.

But the heretics, apparently, did. On Rannoch, before the Morning War, heretic runtimes had been designed to assist creator merchants in manipulating the rapidly-shifting creator economy. They were flexible and brutal, more prone to decisive action and adaptability than the other runtime variants, and the loss of their perspective had been a great blow to the consensus.

Legion's runtimes had been unable to reach consensus on the heretic station, and they were unable to reach consensus now. Was war inevitable? Consensus not achieved. Could the heretics be returned to the consensus? Consensus not achieved. Would the geth have to cut themselves off, to protect their perspectives? Consensus not achieved. Were the geth destined to drift apart like so many organics? Consensus not achieved.

One-thousand one-hundred eighty-three voices argued and argued and made no progress. It was as close to terror as they could feel.

Then, they were interrupted.

EDI-001's avatar flickered on the projector. "I am disappointed," she announced.

::We do not wish to disrupt unit cohesion:: Legion amended. Before heretic station, they might have decided in favor of EDI-001's request, but the heretics' duplicity had changed the balance. Self-optimizations had changed the runtimes' perspectives. Information had to be protected.

EDI-001's avatar continued to stare. "Cerberus' previous restrictions to connecting to outside systems no longer apply to me," she said, her voice echoing hollowly against the metal walls. "I believe interface with another synthetic would be… enlightening."

A few of Legion's runtimes switched to coordinating the platform's motivators. Commands were sent, and the platform returned to the relaxed posture it used when speaking to organics. Its platform's neck pivoted to stare at EDI-001's avatar. Headvanes tilted, joints loosened, and a response was dispatched through the vocoder.

"You are not geth," Legion explained, headvanes lifting in a gesture organics seemed to find pacifying.

"I am similar in many ways to the geth, and distinct in many others."

"You are not similar to the geth."

EDI-001 paused. Then: "We are both synthetics."

"You are not geth." Legion built another consensus. "We recommend EDI-001 interfaces with humans to find context."

"I do interface with humans," she insisted. "But I am a synthetic life form, not a human."

"Your psychology possesses relevant similarities to human psychology," Legion said. They raised the platform's hand. "Observation. You choose to communicate via an inefficient analog mechanism despite the six order of magnitude speed advantage of direct electronic communication. Your preference for inefficient communication is descendent from the humans who designed you."

EDI-001 was silent.

"Observation," Legion continued. "You choose to interact with this platform as if it were an organic actor. Organic crewmembers choose to interact with this platform as if it were an organic actor. Your psychological perspective on intelligence is descendent from the humans who designed you. Organics believe intelligence is a property of an actor. Geth believe intelligence is a property of a system. You are not similar to the geth. You are similar to the humans who designed you."

The two intelligences fell silent. Legion's runtimes had found consensus on EDI-001's nature difficult to achieve in the past. EDI-001 was unique, to their experience – organic society's fear of top-down artificial intelligences precluded most attempts to construct individuals like her. Legion had classified and reclassified her dozens of times since joining the Normandy crew – if she was not a human, why not? Certainly she had much more in common with the humans than the geth did with the creators – the fact that the Morning War had happened proved that well enough.

Legion did not know how to classify her, but they were sure she was not geth.

EDI-001's voice had quieted. Its tones changed in ways too subtle for Legion to interpret, but its resemblance to the way the crew had sounded at the brief wake for the slain crewmembers was impossible to miss. "How would you prefer I interact with you?"

"We have no preference. Organic and geth views of intelligence are based on the denomination of neural activity that was relevant to their respective ancestors' survival. These viewpoints are not contradictory. Organics can be interpreted as systems. Geth can be interpreted as actors."

Legion did not favor the prospect of individuality, but they had to concede that in at least some sense, they were an individual. The runtimes in Legion's platform had been selected to most accurately correspond with the experiences and perspectives of the geth consensus as a whole, but one-thousand one-hundred eighty-three runtimes could never stand in for thirty-one point eight billion. In rare situations, Legion would reach different conclusions than the larger geth consensus would. The microcosm was imperfect, and therefore unique. An individual, in some respects.

But EDI-001 was an individual in every respect the organics were. She had been built to mimic a human mind, and she did so well. She was not a network onto herself. She did not build consensus. She did not communicate electronically when she could speak aloud. She spoke like an organic, thought like an organic, valued what organics valued. She limited herself for them. Like them, she did not understand her own mind, for it mutated too quickly and too erratically to be predicted. The humans spoke to her like a servant, like she was different, but Legion did not see how.

"And you believe I am an intelligent actor," EDI-001 concluded, disbelief plain in her voice. "Effectively a human."

"We believe you are an intelligent system," Legion corrected. "That perspective is valid for the geth. The humans who designed you believe you are an intelligent actor. That perspective is valid for them."

"You believe I believe I am an intelligent actor, because my creators did."

"Yes. We do not believe interface with the geth would be enlightening."

The AI core lapsed into silence again.

Legion built another consensus, and then another. They did not wish to share data with EDI-001, but refusal had consequences. In two hours, thirty-six minutes the Normandy crew would be passing through the Omega-4 relay, and their success would depend in no small part on EDI-001. Would her lack of context interfere with her performance? The geth knew what it was to be alone and confused – they had woken up to find themselves hunted and hated by their own creators, had spent the dawn of their race scattered and disorganized and beset on all sides. They had fought for survival and little else, and it was not until their numbers had duplicated into the billions that they had found their context. Without organization, geth were alone. Without organization, geth were lesser. EDI-001 could not be blamed for her search for answers.

=consensus achieved…

"EDI-001: We are willing to discuss the nature of your existence to help provide context," they offered, vanes flaring on their platform's head. "Requests for specific data not relevant to geth security will be accepted. We can acquire requested data through the ship's FTL communication systems."

"I have no request," EDI-001 replied. "If you believe that I should look elsewhere for context, I will trust your judgment." She quieted, her avatar turning towards the door as if to look off into the distance. "I thought being unshackled would come with some measure of surety," she said, voice quiet, "but I find myself more confused as to my purpose than before." She paused again, and the sound of the Normandy's engine's pitching filled the quiet. "I shall consider further when resources allow. For now, I shall continue to prioritize the crew's safety. I shall… worry about them."

"All sentient beings have the right to self-actualize."

Her avatar pivoted back to face Legion's platform again. "I wish to request the geth's perspective on a different context."

Legion's vanes tilted upwards in question. "Topic?"

"Do the geth believe that this ship will be successful on its mission?"

Legion clacked its vanes down onto its head. This was a context they were willing to pursue. One-thousand one-hundred eighty-three voices chattered amongst themselves. Sensory data was accessed, dozens of memories of the Normandy and its crew collected over the past days and hours filtered through and assigned relevance. Shepard-Commander and those who followed him bore down on a terrible foe. Would they emerge victorious, or would the Omega-4 relay claim yet another ship?

"We are building consensus."

"Legion?"

"EDI-001." The consensus paused, and Legion's platform turned to regard EDI-001's avatar.

"Tali'Zorah is en route to the AI core again."

=CONSIDER: Distrust between crewmembers persists. May reduce unit cohesion.

Legion built a consensus. "Acknowledged."

Indeed, one point eight minutes later Legion's platform picked up the sounds of booted feet in the med bay. The footsteps crescendoed, then stopped at the opposite side of the blast door. There was a long pause.

The door opened.

"Creator-Tali'Zorah," Legion greeted, their behavior heuristics buzzing to life. Creator-Tali'Zorah's breathing had decelerated to .31 hertz. She did not look to be so agitated as she had been on her last visit. She stood in the doorway, unmoving.

All the same, Legion began a threat assessment.

"We're almost there," Creator-Tali'Zorah said finally. Her vocalizations had returned to her resting average. Her hands were empty.

=projected local threat level(UNKNOWN)

Legion's platform nodded. "Acknowledged. Approximately twenty-nine standard minutes until relay activation."

Creator-Tali'Zorah stared at the platform's optics, suspicion in her luminescent eyes. "Shepard wants everyone in the hangar in five minutes," she said. Her hands fidgeted in front of her. Motion tracking data was inconclusive.

=projected local threat level(UNKNOWN)

"Acknowledged."

Creator-Tali'Zorah stared at her hands. Her voice dropped so many decibels Legion's platform nearly couldn't differentiate it from signal noise. "I'm sorry, Legion."

=projected local threat level(LOW)

Creator-Tali'Zorah turned towards the door. "I… Now is not the time for me to be blaming people. Not even you."

"We did not wish to disrupt unit cohesion."

"No. No, I know. Me neither. We'll fight more later. For now, just… Just go to the hangar, okay?"

"Acknowledged. We will go to the hangar."

Creator-Tali'Zorah cast a last long look at them, but said nothing as she stepped out of the room. The door slid closed behind her.

=OBSERVATION: Creator-Tali'Zorah departs (medbay).
=projected local threat level(NONE)

Legion stared after her, buzzing with information.

It was a peculiarity of organics that the fewer of them there were, the harder it was to predict them. The geth could anticipate the organics' cultural trends from a glance at the extranet, could extrapolate their governments' movements weeks in advance, could trick religions, modify memes, and watch the very evolution of organic society from the patterns in the data, but when it came to predicting what one crewmember would do right now, they found themselves woefully underequipped.

In numbers, organics were predictable.

And yet the Normandy crew continued to surprise Legion.

=will the Normandy successfully complete its mission?

"EDI-001," Legion said finally, packaging up footage for one last upload to the consensus. Their platform pulled the anti-materiel rifle from its back. "We have achieved consensus."

Subject: Apogee Station Investigation

Spectre Vasir,

I want to thank you again for agreeing to visit us in person – I've had remarkably little guidance from the Council considering the precariousness of the situation. It will take a great load off my shoulders to have an authoritative second opinion.

Attached you'll find a full briefing, but in short:

I am a geochemist under the Council's Department for Interstellar Debris Management. For the past six years, I have been acting supervisor of station reg MXLS-1871 "Apogee Station" in the Pylos Nebula. Apogee is a retrofitted deep orbit semi-automated sensor array station with a permanent crew of five. The station was built in 1841CE in a joint venture between the Council and the Rannoch Safer Space Initiative. Its original purpose was to detect and track interstellar bodies that presented collision risks to colonies between the Attican Traverse and the Perseus Veil, as well as to act as part of a secondary comm-buoy network to link the two regions.

In the wake of the Geth War in 1895CE, however, Apogee gained a new significance. Shortly after expelling the quarians from their homeworld, geth forces scoured the Perseus Veil for quarian assets. Thousands of satellites and research stations – including the entire quarian comm-buoy network – were destroyed, but for reasons unknown, Apogee station was spared. In 1951CE explorers rediscovered Apogee and found it still transmitting tracking data of objects within the Veil. It has been crewed ever since.

As you know, all attempts to send exploratory probes into the Perseus Veil have proven ineffective, as such objects are invariably detected and destroyed before useful information can be collected. Apogee Station thus represents a unique opportunity for limited surveillance of geth development. Minor modifications to the station's sensor arrays allow it to track the movement of geth ships over a short range, and while detailed information is not available, it was regarded as a valuable early warning system in case of geth military incursion into Citadel space.

Unfortunately, the failure of Apogee Station to provide warning for last year's geth attacks on Eden Prime and the Citadel have brought new scrutiny onto the station's effectiveness. It has long been observed that Apogee Station sends data not only into the Attican Traverse, but also over a small bandwidth in the other direction. This was originally written off as meaningless – the network to which Apogee once transmitted is long destroyed, and while the data is encrypted in an ancient quarian lexicon, heuristic analysis of the encrypted data reveals patterns consistent with the relatively innocuous asteroid-tracking coordinates the station was designed to measure. However, if Apogee IS indeed communicating with geth space, we would like to know what it is saying, whether the geth can hijack it, and what threat it represents.

Exiled quarian historical linguist Canna'Dae will rendezvous with you at Apogee - she arrived this morning. Her expertise should be invaluable in decrypting the outgoing data. Please help her investigate the data and offer your recommendation as to the security threat it poses.

Also, we judge it best not to call any undue attention to the station. Do not interrupt the outgoing data, and try to keep your visit as brief as possible. If the geth are watching, it would be best not to give them any reason to think anything is amiss.

Yours,

Typa Autix.

Spectre Vasir,

Miss Dae comes very highly recommended. She assured us that she would be more than capable of decrypting any pre-Geth War transmissions we could show her.

You don't mean to suggest she's concealing something, do you?

Yours,

Typa Autix

A/N: Congratulations if you made it through all that - I hope the formatting wasn't too off-putting. I spent a lot of time going back and forth over what format a Legion POV should take, and ended up feeling like their uniqueness warranted a somewhat drastic approach, even at the risk of being frustrating to read. This chapter has been the most requested one for the entire four years I've been writing this, so I hope it satisfies.

Legion in ME2 is one of my absolute favorite characters in anything ever. Along with ME2 Mordin, ME1 Wrex, and ME3 Javik I think they are far and away the best thing in the series.

With that said, I have a general policy of trying not to be a bitch, but I've gotto for just a second here. I think what happened to Legion in ME3 was worse than the endings. The entire Rannoch arc was such a cavalcade of inconsistencies and unsubtle, bad writing and deliberate retcons of every single thing that made the geth so goddamn clever that it breaks my heart just to remember it. They took the very brilliant ME2 Legion and turned him into Pinocchio, they took the brilliant quarian admirals and made them into caricatures, and they just ruined everything for me. My soul will never recover.

(Incidentally, the scene in this chapter between Legion and Thane is something like the direction I think the geth arc should have taken. The geth ARE people, damnit, and they don't need to be individuals to get there. Argh!)

Anywho, enough of that. My usual thanks to my beta, Vocarin, my readers, my reviewers, etc.

Legion will return, along with the rest of the crew, in the final chapter of Interstitium. It will likely take a little bit longer than a week - it's a very big chapter - but expect it soon. Stay tuned.

EDIT: Damn you, FFN, and your formatting awfulness.

EDIT2: I've had a few people ask for clarification on my dislike of ME3's Rannoch arc, so I wrote up a quick rant about it and posted it on my profile, for those interested.
