"Can't we just talk?" Tony asked Ziva as she stood up from her desk. "About what, Tony? How you slept with Agent Barrett against Gibbs' orders, or how you deliberately broke Rule 12? The rules are in place for a reason." Ziva snapped, walking to the elevator. Tony followed, unrelenting. Ziva got in the elevator once the doors opened, Tony followed her in as she pressed the first floor button. Tony flicked the elevator emergency switch and the lights in the elevator went off, and smaller lights turned on. "What about you and Ray, huh? What exactly do you call that?" Tony said. "Ray is not a co-worker and secondly, I don't see how that is any of your business." Ziva answered sharply. "Oh, so whether you slept with Ray is not my business but me sleeping with EJ is yours?" Tony shot back. "For your information, Ray and I broke up." Ziva answered. "Ok, EJ and I did too." Tony told her. "Really?" Ziva asked. "Yeah, yesterday." he replied in a softer tone. "I'm sorry, Tony." Ziva said.
"You still don't get it, Ziva."
"The reason why I broke up with EJ. All these years, you never understood, and you still don't."
"What do you mean?"
"You. You're the reason EJ and I broke up. She knew…I'm still in love with you."
"I see it in your eyes, Ziva."
"I…I'm in love with you too, Tony. I have always been."
"You've should've told me."
"Now you're talking to me about being honest, Tony? You lied to us all about sleeping with her."
Tony's moved closer to her. "It's not like you were honest with me!" Tony yelled back. "I have always been honest with you about Ray!" Ziva countered. "Ziva…" Tony whispered, pushing her hair back from her face. "What?" she whispered. "I love you. I always have and I always will." he whispered. "So do I." Ziva said. He leaned toward her and kissed her, softly at first, then with increasing passion. All of their pent-up emotions poured out. Ziva deepened the kiss and Tony wrapped his arms around her waist. "You have my heart, Tony." she told him. "And you still have mine." he responded. Ziva realized that the permanence she had sought had been right in front of her the whole time. Every small smile he had given her, every laugh or joke they had shared, every teasing remark had been love. The kiss they were now sharing was a promise, a promise that bonded them forever.
