Why give an animated character green instead of blue hair? Why do anime producers choose one color over another? Harmony is Beauty. Each color has a complementary color, colors which enhance each other's beauty best.
Blue and Orange complement each other. That is why tanned characters look good with blue hair/clothes. Pink and blue are pretty together, but not as pretty as they could be.
Green complements Red/Pink and (of course) Red/Pink complements Green. (Remember, red and white give you pink.) Is the skin tone warm or cold? Warm is golden. Cold skin tones are pinkish in color, moreso pink than golden. Case in point-- Ciel Phantomhive. What is the dominant tone to his skin? Golden or pinkish?
These guidelines are useful in animation, interior decor, fashion, makeup, hair coloring, etc. Refer to a color wheel. The colors that oppose each other on the wheel --colors that are directly opposite to each other--are complementary colors.
Ironically, combining complementary colors, blending them together when they're both wet, will give you brown mud every time. How do you make brown when purple is on the page? Add yellow to the purple.
