Districts

District 1 (Luxury): District 1 is viewed as a district with one of the most favorable relations with the Capitol. Its southern region is composed mainly of densely-populated cities, most notably its booming unofficial capital city of Maramore, named after a war hero during the formation of Panem. One's northern region is less densely-populated, dominated by suburbs and the eventual countryside. District 1 shirks the rules against training for the Games by offering extracurriculars in its better schools that just-so-happen to instil valuable skills for the Games. After the 25th Games, One continued the tradition of voting for the designated volunteer by casting a district-wide ballot that would determine the selected volunteer 3 months prior to the Reaping. Aspiring tributes are expected to campaign for the honor, or what more commonly occurs, have their families buy votes. Among One's social elites, it is considered a status symbol to have a victor (or better yet, multiple victors) in the family. Tributes typically hail from Maramore or the north.

District 2 (Masonry): District 2 is still regarded as the Capitol's lapdog by many across the country. Two is composed of villages; four of its largest are based around the most prestigious peacekeeping academies, popularly called the “core four.” These are where Two’s tributes come from. Similar to One, District 2’s core four academies use the loophole of “electives'' to train prospective volunteers for the Games, predominantly by means of classical combat training. Leading up to the Reaping, the three top-ranked girls and boys from each academy are offered the chance to compete for the volunteer position. The core four academies are Hillridge Academy, one of the two oldest core four academies, with the highest number of victor alumni and highest rate of students sent to the Games; Gallagher Academy, the other of the two oldest core four academies, with the second-highest number of victor alumni; Ricardus Stonewell Academy (RSA), a comparatively newer academy that recently overtook Gallagher for having the second-highest rate of students sent to the Games; and Black Summit Academy (BSA), the youngest of the core four, unfairly stereotyped by the others as the “lesser” of these academies. At any core four, students begin their first year at the age of six, giving them many years to be heavily indoctrinated into the system.

District 3 (Technology): District 3 is in semi-decent standing with the Capitol, its relations having improved since a number of smaller sub-industries from other districts were expropriated to Three, thus creating more jobs after automation took so many of its older ones away. District 3 works closely with District 6; inter-district travel laws are more lax between the two districts due to their industries' mutual dependence. District 3 is a largely urban district, with cities based around manufacturing facilities and factories, while other parts of Three are research areas.

District 4 (Fishing): District 4's relationship with the Capitol is highly ambivalent, mainly differing by generation. A small but loud subset of Four's youths are more prone to acts of rebellion, while older generations tend to be more acquiescent. Four's population of fishers tend to live in poorer villages (some even live on their boats), while those in Four who run intra-district businesses outside fishing tend to have the most money, living in gated areas along Four's less overfished waters. Four's District Sports Complex, typically referred to as the Complex, is where children as young as twelve may enroll to practice with obstacle courses, wrestling, climbing, and outdoor "field trips" to learn to "practice fishing" with various instruments that also function as weapons. They also conveniently learn "self-defense" with these supposed fishing tools. The best-performing pair in the Complex is instructed by the Chairman to volunteer for the Games. Tributes hail from all different parts of District Four, though it's most common to see kids who lived near the Complex to begin with.

District 5 (Power): District 5 is middle-tier when it comes to its wealth and relations with the Capitol. Its cities are based around power plants, and the district is known for having marked divisions between cities; there is little sense of district unity. Most of its populace works in the power plants, and the district is heavily policed due to a recent attack on a nuclear plant which caused an explosion. Five also contains limited mines for uranium ore reserves.

District 6 (Transportation): District 6 is also a mid-tier district in terms of wealth and relations with the Capitol. It is responsible for the shipment of goods and individuals across districts, making its inter-district travel laws the second most-relaxed next to District 2. The district's most pressing issue is its drug crisis, fuelled by the Snow-era government which peddled contraband into the district to be controlled by local gangs in tandem with certain peacekeepers. Wealth disparities are high in District 6, plenty of which can be attributed to profiteers from its drug crisis.

District 7 (Lumber): District 7 is also mid-tier when it comes to wealth and Capitol relations. It has a sharp divide between its highly-urbanized southwest, dominated by wood-processing and paper-making factories; and its sparsely-populated northeast, comprised of spread-out logging towns. A subset of elites in Seven's northeast make their money by creating and maintaining logging machines. The southwest-northeast divide is good for keeping the district from unifying against the Capitol.

District 8 (Textiles): District 8 is one of the more impoverished districts in Panem with very poor relations with the Capitol. Standards of living are abysmal, with full-time wages barely enough for a single person to scrape by; most citizens of Eight work multiple jobs at the many factories across the district. The district is highly urban and densely-populated, its large population posing an issue within the district. Most citizens live with many other fellow residents.

District 9 (Grain): District 9 is another one of the more impoverished districts in Panem, with the worst Capitol relations of any district. It is composed of Linten City, Nine's densely-populated central city where jobs mainly consist of tesserae-packing, grain and corn terminals and harvesting equipment maintenance; and its surrounding countryside, home to scattered production centers for different crops that citizens migrate between as the harvesting season goes on. Of all districts, Nine is the most riot-prone of any district, these demonstrations typically taking place in Linten City. The City is the birthplace of Nine's Secessionist Movement, which flares up and dies down periodically, but has existed since before the Dark Days. As a result, Linten City is among the most over-policed regions in the country.

District 10 (Livestock): District 10 is an impoverished district in Panem, with poor Capitol relations. It is dominated by intensive factory farms, with very little movement among its citizens except for those responsible for bringing corn to the farms and bringing livestock to meat packing facilities. However, there are gated regions of Ten with free-range farms, home to its uppermost crust who make most of their fortune hoarding the drugs administered to farm animals; this is where the Capitol shoots any propaganda videos for Ten.

District 11 (Agriculture): District 11 is an extremely impoverished district with the second-worst Capitol relations of any district. It is a physically large district with large expanses of highly-policed orchards and fields where citizens of its nearby villages are expected to work long hours every day, particularly during harvesting season. Most of its citizens are downtrodden and underfed, though some grow physically robust from labor. Its richer citizens typically use illicit means of obtaining the extra money, though this is very risky, as punishments are the most severe in Eleven out of any district.

District 12 (Mining): District 12 is the smallest and poorest of any district, with poor Capitol relations. It is composed primarily of the Seam, the merchants' neighborhood, the Hob, and Victors' Village, though a select few opt to hunt for game in the immediate woods outside the district. Policing is relatively lax compared to its fellow impoverished districts, and illicit trading is typically overlooked by authorities.

I am so, so fucking sorry, Ludo. You didn't deserve any of the horrific things you went through to earn your victory. I can't even say you came out of it in one piece, because...well...(gestures to arm), and you also lost someone who held a dear place in your heart, the lovely Cyra. Creating you goobers with Laney during the heat of prelims was well worth the distraction from studying; in the end, we created two characters we absolutely adored, a pair of dynamic best friends who never should've entered the arena together, but we made them do it because we're assholes. And now our assholery has come back full force to bite us, because Cyra is dead and you're on your own. The subtler, grounded counterpart to your larger-than-life personality isn't there anymore to keep your wild ways in check or roast you affectionately. Instead you're stuck with a family feud you never wanted anything to do with, and god only knows what's in store for you next. Man, you deserved so much better, my cheeky, kindhearted son. (Placed 1st; 4 kills)

The Thirty Seven-Year-Old Somehow Reaped: Sauvignon Blanc, 37, District 6 Female, New Americana: The 79th Hunger Games by Our Ancient Souls

In an unforgettably cracked-out win, the mighty stripper Sauvignon Blanc stepped on bitches, sold ciggies to filler characters, and launched ICBMs at her fellow tributes to claw her way to victory. After continuously cheating on her significant other (herself), Sauvignon Blanc eventually realized the error of her unfaithful ways, and mustered up the strength to put her Louboutin heel through her final opponent's head while working the pole. This is such a hilariously over-the-top and ridiculous first victor to put in my little Victors' Village, but here she is and I'm glad she's here. Why she was even reaped in the first place, you might ask? Shut up and don't ask questions. (Placed 1st; 5 kills)
