In 1939, New Orlans,Louisiana, Charlie B. Barkin,a dog with a con man's charm, is working with his gangster business partner, Carface Carruthers, at a casino fashioned out of an old oil tanker in the Louisiana Bayou. Carface, unwilling to share the earnings, has Charlie imprisoned at the pound and runs the casino with an iron fist, but with the help of his best friend Itchy Itchiford , Charlie breaks out. Unaware of Carface's malicious intent, Charlie returns to him expecting open arms, but Carface wants to sever ties with him. To get Charlie out of the picture for good, Carface and his sidekick, Killer ,arrange his death. He takes Charlie out to Mardi grass, gets him drunk, and runs him down with a car, knocking him into the river.

Having died, Charlie goes to Heaven by default, despite apparently not having done a single nice thing in his life; as the Whippet angel dog, Annabelle,explains, "unlike people, dogs are naturally good and loyal and kind”. But Charlie, dissatisfied at having died before his time, distracts Anabelle as he takes back his "life watch" and winds it back up, allowing him to return to Earth. In doing so, however, he has forsaken his place in Heaven, and while he has been returned to life and is immortal as long as his life watch still ticks, when it does stop, he will immediately die and go to Hell (as Annabelle says through the watch, "You can never come back"). Charlie ignores this, and slams the watch shut.

Back on Earth, Charlie reunites with Itchy and plots his revenge against Carface by setting up a rival business, "Charlie's Place". Itchy is reluctant to cooperate, fearing retribution not only from Carface but also a "monster" he has heard Carface possesses. Charlie is intrigued by this and decides to investigate. This leads to him and Itchy discovering that the "monster" is actually a little orphan girl named Anne-Marie who Carface has been harboring because of her ability to communicate with animals, giving Carface the advantage when gambling on races. Seeing the potential to use Anne-Marie's gift for his own gain, Charlie decides to take her, telling her that the money is for the poor and he will find her a family. Instead, however, they use her gift to make money from various animal competitions. During one event, Charlie pickpockets a married couple, Harold and Kate. After the new casino is built, Anne-Marie gets fed up with Charlie's negligence to fulfill his promises to her, even going so far as to accuse him of using her as Carface did. However, Charlie manages to convince her otherwise.

Later, Charlie takes Anne-Marie to an abandoned church where a collie named Flo is caring for orphan puppies. Charlie gives them food and teaches them to share, but during this time Anne-Marie happens upon the wallet Charlie stole, and, recognizing the couple's picture in the wallet, she realizes his misdeed and storms upstairs in disgust. There, she fantasizes being part of the Wallet Family. That same night, Charlie has a nightmare in which he is banished to Hell and is attacked by a Hellhound and its minions, igniting in him concern over his fate. As the nightmare ends, Flo's puppies awaken Charlie and inform him that Anne-Marie has left to return the wallet he stole. He goes after her and finds her eating breakfast with the Wallet Family, where he discovers that the couple is planning to take Anne-Marie in. However, Charlie tricks Anne-Marie into leaving by pretending to be sick.

After escaping an ambush made by Carface and Killer,where Charlie gets shot several times by a ray gun but dont get hurt, Charlie and Anne-Marie fall through the floor of an old warehouse into a flooded underground cavern. There, they are captured by a tribe of mice who plan to sacrifice them to King Gator,a giant camp alligator with a penchant for Broadway-style songs. This taste in music saves the heroes' lives, as Charlie lets out a melodic howl from inside his mouth before the beast devours him; King Gator instantly develops a liking for Charlie's voice and sets him and Anne-Marie free.

During this time, Anne-Marie falls ill, so Charlie takes her to Flo at the abandoned church. While there, Charlie meets up with Itchy, who is badly beaten and bruised after an encounter with Carface and his thugs. He turns Charlie's attention to their establishment, which Carface has set on fire and thus destroyed. When Itchy accuses Charlie of having fallen in love with the girl, Charlie, in frustration, proclaims he does not care for her at all. Unfortunately, Anne-Marie overhears them, runs away, and is recaptured by Carface.

Realizing that Carface has Anne-Marie, Charlie heads for Carface's casino to rescue her, only to discover that Carface had anticipated his arrival and set a trap for him. Charlie is captured and tied to an anchor by Carface's henchmen, ready to be thrown into the water. As he struggles, Charlie kicks one of the henchmens and gets bitten on the feet by the henchmen and howls in pain. Hearing him, King Gator comes to the rescue and frees Charlie. During the ensuing fight, King Gator starts dealing damage to the ship, causing Anne-Marie to fall into the water. Also, a stack of oil barrels is knocked over, sending their contents spilling onto the electric generator below, which sets the oil on fire. As Charlie goes to save the girl Carface leaps on him and knocks his life watch onto the debris floating on the water. Before Carface can kill Charlie, King Gator rams the ship again, sending Carface tumbling into the water. There, King Gator is waiting, and he chases Carface away. Charlie leaps into the water to save Anne-Marie and his life watch, but is unable to get to both. Faced with a choice, he places Anne-Marie on a plank of wood and pushes her out of the wrecked tanker, while his watch sinks to the bottom of the river. Charlie swims down to get his watch, but he fails to get to it in time and it stops, its workings having filled with water. Meanwhile, Itchy, following instructions by Flo, rounds up all the dogs in the neighborhood and delivers Anne-Marie's stuffed rabbit to the Wallet Family, alerting them to Anne-Marie's plight. By the time they arrive on the scene, Carface's casino ship has sunk to the bottom of the river. Itchy mourns Charlie's death, while Killer helps get Anne-Marie to safety.

Later that night, Charlie's spirit, escorted by the Hellhound from his nightmare, emerges from Hell to visit Anne-Marie, who is sleeping at Harold and Kate's house with Itchy. Suddenly, a blue light drives the Hellhound away, and the voice of Annabelle tells Charlie that his act of self-sacrifice has re-earned him his place in Heaven. Requesting Anne-Marie to take care of Itchy, Charlie sadly says goodbye to her and returns to Heaven.

It ends with Carface, who had been killed and eaten by King Gator and thus gone to heaven(complete unexpectaded), attempting to wind up a life clock so he can return to life, but Annabelle chases after him telling him not to. Charlie, now back in heaven, simply gives a wink at us.

Charlie B. Barkin the German Shepard Dog/Collie mix welcomes his friend Itchy Itchiford the Dachshund to Heaven after the latter choked to death on a chicken drumstick. However, while Itchy embraces paradise, Charlie reveals he has grown bored since his death and wishes to return to Earth. Carface, Charlie's old enemy, and a Pit Bull/Bulldog mix, is also in Heaven, but he steals Gabriel's Horn. However, upon leaving Heaven and falling into the swirl cloud, Carface loses the Horn after he is sucked through an airplane's jet turbines. The dog angels are alerted of the Horn's theft by Annabelle, the head angel, meaning the Pearly Gates will not be open for deceased dogs.Charlie decides to take this oportunity to back to Earth and try to convince the head angel that he is the best dog to retrieve the horn.Annabelle sends Charlie and, for safety, Itchy to San Francisco,California to locate and retrieve the Horn.

Upon arrival in the city, Charlie and Itchy discover they are ghosts, unable to interact with the physical world or be seen.Fact that upsets Charlie very much. The two go to a bar for dogs where, during a show, Charlie falls in love with a pretty Irish Setter named Sasha La Fleur. Carface appears in a corporeal form, courtesy of a dog collar created by a mysterious dog named Red. Charlie and Itchy gain some collars. However, it is revealed that Red is really a Hellcat planning to use the Horn to imprison and rule over the angels, and Charlie's collar will be used to manipulate him into gaining the Horn.

Charlie and Itchy meet Sasha and her adopted "kid": a lonely boy named David who ran away from home because his mom died and his dad got remarried and now his dad and stepmom are going to have a baby together. He wishes to become a street performer. Charlie agrees to assist David, much to Sasha and Itchy's objections. On the way to a nearby entertainment spot, the group spot the Horn being taken into a police station. After a chaotic distraction, Charlie and his group retrieve the Horn, Carface failing to steal it from them. Charlie, however, starts to have second thoughts about returning to Heaven, and places the Horn in a tied-up lobster trap before kicking it into the dock to make sure nobody gets to it. The group go to the entertainment spot at the so called "easy street", with David and the dogs entertaining an audience with magic tricks, but a rainstorm and David tumbling into a fountain ruin the act, leaving him and the dogs with no money to earn.

The group take shelter at the docks from the rain, where David reveals his mother has died and his stepmother is having a new child, so he ran away under the belief he would be forgotten, despite the fact that his stepmother is actually worried about him along with his father. Charlie promises to go with David back home, but then confides in Sasha that he may have to break his promise since he must return to Heaven with the Horn. Sasha reveals feelings for Charlie, but just as they are about to kiss, Charlie's collar vanishes and he and Itchy become ghosts again. Determined to fulfill his promise to David, Charlie races to Red's place for a new collar. Red manages to manipulate Charlie into agreeing to give him the Horn, with Carface kidnapping David and demanding Charlie bring Red the Horn on Alcatraz Island.

Charlie retrieves the Horn and brings it to Red, who plays it and sucks all of the dog angels out of Heaven and into Alcatraz's prison, before it begins to sink into the ground. Charlie, Itchy, Sasha and David fight Red as he grows to a giant size, with Charlie finally obtaining the Horn and playing it again to free the angels, who return to Heaven, and sending Red back to Hell. Carface reappears and tries to downplay his involvement, but Red drags him into Hell as well, revealing to everyone that Carface sold his soul to Red for his collar.

After Charlie and Sasha profess their love for each other, he and Itchy return to Heaven, but Annabelle decides to send Charlie to live with David, resurrected. Charlie returns to Earth, meeting David and Sasha at David's family home where David is reunited with his family, learning of his stepmother's love, and he calls her Mom. After David asks to keep Charlie and Sasha he works up some magic and presents Charlie and Sasha with their very own dog bowls with their names on it. Charlie and Sasha then passionately kiss and join David and his family as a couple.

The series makes many changes to the original films. For example, Charlie and Sasha were shown as being together at the end of the films, however, in the series, they seem to have never had a first date together. Also, in the films, Itchy decides to stay in heaven, but he is alive in the series, although it becomes clear later in the series why he is on earth instead of being in heaven. Charlie and Itchy live in San Francisco as guardian angels, being told of their missions by Anabelle. The series is a family sitcom, with Charlie and Itchy becoming embroiled in several misadventures in each episode, while trying to do the right thing. Charlie’s villainous rival Carface and his sidekick, Killer, also appeared in the series, as did Charlie’s dog friends, Sasha(Yeah, friend) and Annabelle. The series also featured an antagonist named Belladonna, Annabelle's demonic cousin.(Nobody still get it how Killer is still alive or how he get to Sao Francisco since he was on New Orlans last time)

An All Dogs Christmas Carol

The film opens with angel puppies talking to Annabelle.They ask her to tell them a story. She begins to tell them about how Carface saved Christmas with a little guidance from Charlie and Itchy.

The movie begins in an alleyway with Charlie, Itchy, Sasha and their friends decorating for a Christmas party. Everyone is enjoying themselves as Charlie and Itchy tend to the young pups. Charlie checks on Sasha and the money collection for Timmy the puppy's operation for his bad leg. Unfortunately, Carface and Killer arrive and start collecting debts from everyone. After Charlie refused to pay back Carface, he blows a strange hypnotic whistle that hypnotizes all the dogs and causes them to give Carface and Killer all of their bones. Before leaving, Carface and Killer make off with all the food, the presents, their money which includes Timmy's operation money and head off cackling.

After failing several times to get the stolen goods from Carface, it is revealed that Carface is working for Annabelle's Satanic cousin, Belladonna ,who plots to use a massive version of the cursed whistle to hypnotize every dog in the city into stealing the Christmas presents, causing them to be thrown out of their houses and abandoned, much in the same way Carface was when he was a puppy. Charlie plots to scare "the Dickens" out of Carface and asks Annabelle for some aid, resulting in them being transformed into characters from "A Christmas Carol". Itchy becomes the Ghost of Christmas Past, Sasha becomes the Ghost of Christmas Present, and Charlie becomes the Ghost of Christmas Future.The three of them visit Carface and make him feel guilty about stealing the items, especially the operation money; Sasha tells Carface that without it Timmy will die, but Timmy's death will cause another -- his own, as the Ghost of Christmas Yet to Come shows him that because of his actions, he will cause his own death, and he will be condemned to Hell for eternity.

Carface, having seen himself in Timmy, stops the whistle just in time to prevent the dogs from stealing the gifts. Belladonna flies into a rage and is about to kill Carface and Killer when she is frozen solid by a massive amount of snow caused by Anabelle.

Meanwhile, with Charlie and the gang, it starts to snow. Everyone celebrates, but Itchy remarks that it's a shame that they didn't have any presents to give the pups. Just then, Carface appears on a sled pulled by Killer, and gives them all the presents back, and more. He even gives them Timmy's money box back, which is filled up full. Carface turns to leave, and Sasha asks him to stay and join the party. Carface refuses, saying he's going to visit his mom.

And Annabelle finishes the story by saying "Merry Christmas!"
