SYOT- The Zero Verse:
After a civil war that brought the nation of Panem to its knees came the Treaty of Exemption.
The treaty abolished the Hunger Games as they were presently known. It allowed the districts to self-manage their own resources while still remaining under the protection of the Capitol. Finally it called for the establishment of a new district from the ruins of districts Ten, Eleven, and Twelve.
District Zero, as it was to be named, was created as a prison camp for criminals considered too dangerous to remain in society. They were deported from the rest of Panem, along with any young children, to remain for the rest of their lives. Any children born into this district would be kept there indefinitely unless they were able to maintain a perfect record for the first twenty years of their life. Not many were able to do this and populations skyrocketed.
The Hunger Games were reinstated after a majority voting. Tributes from District Zero would be randomly selected to fight to the death against three of the Capitol's finest fighters. To kill one of the mighty Gladiators meant immediate freedom, both from the arena and from District Zero. Failure, well, that is not a possibility that many wish to consider.
In the years following the 220th Hunger Games, the Victors began to assemble from all corners of Panem. They began to share each others’ stories throughout Panem and people began to listen. What began as urban legend about Zero’s true nature soon became well known fact in most districts. Panem was changing, but slowly. The hatred for the criminals they thought they knew developed into apprehensive compassion for the dying children.
In the year of the 225th Hunger Games, District Zero was filled past bursting. Three new sectors were founded along the outer ring of the district. New sanctions allowing citizens of age with less than three law infractions to be released from District Zero at the Head Warden’s discretion. The number of citizens released nearly doubled, but regardless populations continued to climb. Small scale rebellions ran rampant through District Zero, but were unable to reach the other districts.
In the year before the 235th Hunger Games, drastic measures were put into place to control the population of District Zero. The punishments for disorderly conduct were changed, allowing those with three or more infractions to be executed. Everyone that could not obey the rules was put on short trial in the newly built Justice Building. The punishment of choice was death for all who proved unable to conform. In the first month of the new sanctions, the population was nearly cut in half in most sectors as known subordinates were executed. In the first three months only a third of the initial population remained.
The Hunger Games adapted. The Game Master ruled that only one tribute from each sector would be chosen as of the 235th Hunger Games due to a steep population decline. Panem rejoiced, believing that low crime rates in their nation were going to put an end to District Zero and the suffering it contained. Many lost interest in the talk of revolution, even as their loved ones were taken to the criminal district. They believed that District Zero would soon disappear without bloodshed.

Living Bloody Yesterday- A collection of Victors from my universe.
In a world I have created in which President Paylor was assassinated by the new President Cyrus thirty years after what became known as the Mockingjay Rebellion.
His first order of business was to restore the Hunger Games in every district, just as it had been before.
The districts fought back, as did the Capitol, all of them used to their new ways of life and terrified to lose their own children to the object of their young nightmares. Both District Twelve and District Thirteen were destroyed definitely and the rest of the districts surrendered the small Rebellion.
For the Capitol's role in the small stage Rebellion, they too were forced to send two tributes into the first Hunger Games in thirty years. This tradition would continue by declaration of the new President.
The Hunger Games were here to stay, of that President Cyrus would make certain. He would only leave a few to remain, his Victors that wait in silence.
